Yes, it is her, and no, she just shows it and says "Kuramochi Asukaaaaaa". I guess she has been using the emote for far longer than that, kind of her trademark (just like Yukirin has her own emote with thick eyebrows she uses in every mail).

She has a blog, http://blog.watanabe...kuramochiasuka/, and uses it in every blog title (just like Rena uses one for each blog title as well). In the Making of there were lots of signs already hung up hours before the event started, so I think none (or very few) were actually created by fans.

(Edited: Oh, just a couple of minutes before the Mocchi take, Yuko asks the camera to pan through the the things created by the Team K fans, and the Mocchi flag is already hung there. So, it was fan made. Guess they had to give them to the staff, and it means Mocchi has been known to use that emote for far longer... does anyone have the old Kuramochi blog?).
